Not sure of the mix there; I didn't check to see who voted which way.

It is supposed to be just for "off-shore" calls into/out of the US territory.  Emphasize on that "supposed to be."

It was covered on both Mother Jones & Huff Post as well. Probably counting on the cover provided by the fiscal cliff drama.

30 Democrats joined 42 Republicans and one independent in voting for the bill. Three Republicans — Mr. Lee, Mr. Paul and Senator Lisa Murkowski of Alaska — voted against the bill, as did 19 Democrats and one independent.
