There's nothing wrong with businesses using incentives to promote their business and gain customers.

There is a problem with the government promoting certain businesses and using taxpayer money to subsidize select businesses over others.

While it sounds like a nice idea to promote energy efficiency, once you start down that road who's to decide which projects, and therefore which businesses are worthy of support?  Which taxpayers are worthy of getting the break?  Since there are limited funds it may end up that only people that are fortunate to build early in the year are eligible.  Is that fair?

While well-intentioned it's important to consider the unintended consequences.  Those rebates have to be paid for by someone.
