Bribe? Depends on how far right you are, I reckon. Me, I'm thinking, it was just the government trying to make up for the mishandling of the Katharina mess by giving Louisiana money to rebuild the healthcare system that was trashed by the storm. I know $300 million sounds like lots of money, but does anyone have any idea how much it cost to replace one hospital, let alone several of them.

That said, if they give Bill Nelson a bunch of money for Nebraska, I'll agree it's a bribe.

There are a couple problems with your assertions here.

1. This money isn't for rebuilding a hospital.  It is for Medicaid.
2. This was a trade.  Something for something.  They gave her 300M, she gives them her vote.

That's pretty much the definition of a bribe.
